Kartal Elderly Care Home

As part of the EU-funded R2CITIES Project, the Kartal Municipal Elderly Care Home and two residential blocks located in Yakacık underwent comprehensive energy efficiency renovations. These upgrades included LED lighting systems, enhanced thermal insulation, solar panel installations, and mechanical system improvements.

The project was implemented simultaneously in three pilot cities: Valladolid (Spain), Genoa (Italy), and Kartal (Turkey). For the Kartal site, an energy saving target of 63% was set, with construction works commencing in 2016.

Supported by the European Union’s 7th Framework Programme, the initiative brought together 16 European partners to develop, test, and share scalable and sustainable energy solutions for urban environments.

Project Data:
• Area: 20,500m²
• Bed Capacity: 500
• Multipurpose Hall: 1
• Conference Hall: 1

Key Achievements:
• Energy savings of up to 68% in Kartal and 50–53% in the other pilot cities
• Integration of BIM-based design and smart energy monitoring systems
• Application of advanced technologies such as heat pumps, high-performance insulation, solar energy systems, and intelligent building automation
• Successful replication of the model in additional buildings without the need for extra funding

Duration: 2016-2017
Our Design Scope
Our team was responsible for the complete MEP (Mechanical, Electrical, and Plumbing) design scope. All design works were carried out in accordance with international BIM standards and developed through BIM-based interdisciplinary coordination throughout the design phases [LPh 5-9].

Customer Feedback

“We collaborated with Seyit Kaplan and his office during the EU-funded R2CITIES FP7 Project, which included a 20,000 m² elderly care facility equipped with advanced building technologies and MEP systems. Mr. Kaplan supported our team in defining project priorities, preparing the BIM Execution Plan, managing model coordination, conducting clash detection processes, and supporting on-site BIM applications.

Beyond his strong technical expertise, his academic background contributed significantly to the professional development of our staff. He also delivered a conference presentation during the EU Sustainable Energy Day, which was live-streamed from our office.

I firmly believe that Mr. Kaplan is a highly valuable professional with strong ethical values and exceptional work discipline. It was an honour to work with him, and I confidently recommend Seyit Kaplan and IBS.”

Municipality of Kartal

“At the beginning of the project, working with BIM felt overwhelming and full of uncertainty. However, once we experienced the coordinated Revit models directly on-site, the impact was immediate and transformative.

The clarity of the installation drawings, the elimination of conflicts between mechanical and electrical systems, and the significant reduction in rework completely changed our perspective. We realized that BIM did not merely save time — it provided full control over the construction process.

As a result, our projected construction timeline was reduced by nearly 30%, and for the first time, we were able to proceed without the need for a full-time shop drawing engineer on-site. The BIM team also provided accurate, floor-by-floor material quantities, eliminating guesswork and improving cost control.

IBS was more than a consultant to us; they were a true project partner and guiding force. Their technical discipline and continuous support throughout the project made a decisive difference.”
